PM overlooks corruption in UPA: Advani

Jind (Haryana): Claiming that UPA Government's count down has begun, BJP's prime ministerial candidate LK Advani on Sunday accused Prime Minister Manmohan Singh of overlooking corruption in his Government and dubbed debt waiver package as a mere 'election gimmick'.

Addressing a farmer's rally here, the Leader of Opposition also trained his guns at Congress President Sonia Gandhi for her comments that those who opposed the Indo-US nuclear deal are not only enemies of the Congress but also enemies of the country.

Advani was critical of the Government on several fronts saying its 'biggest achievements' were "promotion of corruption, criminilisation, minorityism, deliberate apathy towards internal security and of course unprecedented rise in the prices of all essential commodities".

In a sharp attack against Manmohan Singh, Advani said, "the prime Minister is a man of integrity when it comes to financial matters. But how can he be considered free of guilt when he overlooks unprecedented corruption in his own Government and in his own party".

On the nuclear deal, Advani said, "the Government and Congress leadership are guilty of seeking to undermine India's strategic security by putting a cap on our nuclear capability".

He said "it was unfortunate" that Congress President Sonia Gandhi described those opposing the nuclear deal as not only enemies of Congress but also of the country. "Frankly, I could not believe my ears when I first heard this," he added.

"Why is the BJP opposed to the nuclear deal? Because it reverses India's achievements in Pokharan-I and Pokharan-II. Pokharan-I was due to a bold decision taken in 1974 by Indira Gandhi. We were here political opponents. Nevertheless, we supported her decision," Advani said.

"We did not consider Indira Gandhi our 'political enemy' much less 'an enemy of India's development'," he added.

Criticising the Union Government, Advani said, "at the end of four years of UPA Government, foodgrains are costlier, everything has become costlier drilling bigger holes in the family budgets. This is not only true for poor families but also families in towns and cities". (PTI)

Lt Col, top ultra killed in encounter

Srinagar: A Lieutenant Colonel, an Army jawan and a top militant were killed and three wounded in a fierce gunbattle between security forces and ultras in Jammu and Kashmir's Baramulla district on Sunday. The gunfight erupted when security forces carried out searches in Dangiwacha area to flush out militants, official sources said. Lt Col B Kadam and jawan Pradeeep Kumar were killed and three Army personnel were wounded in the exchange of fire, a Defence spokesman said. A self-styled LeT chief operation commander identified as Hafiz Nasir was also killed in the gunbattle. (PTI)

No talaq in fit of anger: Muslim women

Lucknow: The All India Muslim Women Personal Law Board Sunday came out with its much-awaited 'model' nikahnama, which explicitly bars men from declaring 'talaq' (divorce) in a fit of anger, intoxication or partial sleep or even by phone, SMS or internet.

The model nikahnama (divorce declaration) aimed at providing Muslim women protection from undue oppression by their husbands, spells out the wife's legitimate rights, granted under the Shariat, as also the duties of both husband and wife. It emphasises the importance of marriage and discourages divorce.

"We have framed the new nikahnama strictly in accordance with the tenets of Islam, which clearly prohibits any kind of harassment or oppression of a married woman by her husband or any member of his family," the women's board chief Shaista Amber told a press conference here Sunday.

It also lays down how a Muslim woman is legally entitled to separation from a promiscuous husband. Besides, it also spells out that a wife can seek separation if the husband abandons her for more than four years or if he forces her to indulge in unnatural sex.

According to Amber, "The Shariat entitles a woman to take separation on grounds of incompatibility, even if the husband refuses to divorce her".

"All that the woman is required to do is to tell the husband to leave her alone and pay him either the 'mehr' amount or something else in lieu of the 'mehr'," she said.

Enumerating the other grounds on which a Muslim woman was empowered to divorce her husband, Amber pointed out: "Islam allows a woman to seek divorce if the husband does not have physical relationship with the wife for more than a year, or suffers from AIDS, or has illicit relationship with other women or tortures her in any manner."

The new 'nikahnama' also lays down that a husband is expected to provide "cooked food" and "stitched clothes" to his wife. (IANS)

Scorpene deal probe heads nowhere

New Delhi: The CBI probe into the allegations of kickbacks involved in Rs 16,000 crore Scorpene Submarine deal has made no headway with almost all evidence seem to have vanished due to delay in handing over the investigation to the agency.

The CBI has to submit a report before the Delhi High Court by March 24 and the agency is still groping in dark with no evidence coming its way.

The High Court on December 20 last year had asked CBI to conduct a fresh preliminary enquiry into the allegations of kickbacks in the deal levelled in a Public Interest Litigation.

However, the CBI has been sending demi-official requests to various countries about certain bank details, telephone records and exchange of emails between a French company and its subsidiary in India.

Sources in the agency said none of the countries were giving any replies as the demi-official letters had no legal binding for them to do so. The CBI could not send a formal request as otherwise the agency would have to register a regular case for the same.

The agency, which has been receiving flak from the court over its shoddy investigations into the case, have now been calling some former Naval officers and others associated with the case trying to understand the link between the Naval war room leak case and the Scorpene deal.

Letters sent to telecom companies in Switzerland, London and a Gulf country have not yielded to anything as none of the companies were responding, the sources said. The SIM cards of these Telecom companies were found from Delhi-based businessman Abhishek Verma, at present in judicial custody.

The CBI has also written letters to Delhi office of Google, an internet search engine, to verify certain emails purportedly written by Verma to officials in France, the sources said, adding no information was made available so far. (PTI)


               

Cong bid to break MPA unabated

SHILLONG: As two days remain to see whether or not the Congress-led MUA will be able to rope in at least three MLAs from the MPA conglomerate, there have been heightened behind the scene political activities in both the camps. MUA, desperate to remain saddled in power, has been making relentless overtures to everyone possible, while the MPA has been active to keep its flock from harm's way.

From all accounts available, Congress has met with little success so far.

According to informed sources, the Congress camp, having failed to make any impression with the miniscule regional party MLAs (HSPDP and KHNAM), made one last attempt to allure UDP. Sources said an offer was made to UDP for taking CM's post, besides four ministerial posts with portfolios of their choice. However, UDP has firmly declined saying that "it is too late" in the day.

Observers say "it now seems only a last-minute miracle can save the Lapang Ministry" which faces trial of strength on March 19.

In fact, there were suggestions that the CM should resign on March 18 in the likely event that MUA is unable to mobilise the requisite support before the vote of confidence.

Although there was no firm word from Congress on the possible course of action, some of MLAs were pressing for a showdown on the floor of the Assembly.

Sources said one of the prime reasons for the failure of MUA in roping in smaller regional party MLAs is that the UDP and NCP leaders made sure that they were kept "happy."

Sources said HSPDP supremo Hoping Stone Lyngdoh had been offered Deputy CM's post with Home as one of the portfolios.

Mr Lyngdoh, who was part of the coalition in the previous House, nurses a feeling of slight under MDA government since he was given no place in the ministry.

The party's second MLA Dr Adviser Pariong, a young medical practitioner, is likely to get Health as a portfolio of his choice.

KHNAM's solitary MLA Paul Lyngdoh, too, should have little to complain about since PA Sangma and Dr Donkupar Roy have seen to it that he gets exactly what he solicits. Sources said he is likely to retain Urban Affairs portfolio under MPA Government.

Sources added MPA has also decided to take care of the two Independent MLAs and lone BJP MLA - all of whom are expected to get Cabinet berth - to ensure that the coalition is stable.

UDP, which has 11 MLAs, is expected to have three Cabinet berths, besides the posts of CM and Speaker.

Sources said, NCP with 14 MLAs, has decided to play second fiddle with only two of its MLAs likely to get berth in the Cabinet.

NCP chief PA Sangma, who will take over as CM at half way point, will serve as Planning Board chairman to marshal the planned development of the State.

One of the regional party MLAs explained that it is quite stifling to be in a coalition under Congress which has far too many ambitious people. They seem to be breathing easy under the new dispensation.

Whether this feel good factor will become durable or not is the million dollar question. Congress sources said "MPA is a bundle of contradictions" and it cannot last for long, adding, "Only Congress can provide stability."

The MPA camp dismisses these speculations as "wishful thinking." Dr Donkupar Roy, the leader of MPA, says MPA would not only be stable but also be path breaking in many ways. "Public opinion is on our side, and we shall fulfill public aspirations," he said.

According to indications available, should the MUA ministry fall at the showdown in the Assembly, MPA might opt to take over on the same day in view of some pressing commitments like election of Speaker, Governor's Address and passing of Budget.

Leslee to vie for Tura LS seat

TURA: Tura MDC John Leslee K Sangma will contest the election to the Tura Lok Sabha seat that has fallen vacant with the return of Garo Hills strongman Purno A Sangma to State politics and his resignation from Parliament. John Leslee K Sangma, who unsuccessfully contested the just-concluded State Assembly polls from Tura constituency, said he could be a Congress candidate for the Lok Sabha election to Tura seat. Mr Sangma had left Congress in the run-up to the Tura MDC by-poll in 2005 after his nomination for party ticket was turned down for another candidate. He won the election as an Independent leaving the Congress candidate a distant third.

Fears of hostile tourists during Easter
Balpakram Park shut for one week

TURA: Concerned over large-scale entry of local tourists to Balpakram National Park (BNP) during the Easter holiday season coupled with violation of forest laws, Divisional Forest Officer of the Park has issued a blanket order for closure of the park from March 20 to 26.

Previous experience of hostile visitors has reportedly forced the park authorities to undertake such a step.

DFO Rohming Buril said closure of BNP was necessitated in view of local visitors refusing to follow the guidelines of the park.

Although night camping is not permitted inside the park, the directive is reportedly not followed by locals who force their way through indulging in noise pollution through loud music and use of intoxicants at times proving hostile to park authorities.

"Wild animals are frightened away by such activities and these affect their behaviour in the wild," the DFO said.

This is the peak season for tourists to visit the National Park which has a densely-forested cover in the region and is home to a wide range of wild animals and flowers.

HNLC cautions surrendered men against Dorphang ‘dirty ploy’

SHILLONG: HNLC has warned its surrendered members not to get misled by the "dirty ploy" of former chairman of the outfit Julius Dorphang to fulfill his selfish motive by entering State politics.

HNLC publicity secretary Sainkupar Nongtraw, in a statement issued here on Sunday, criticised Mr Dorphang's move to form an organisation of all the surrendered members of HNLC, terming it a dirty poly to gain popularity and be able to enter State politics.

"Though Mr Dorphang tried to justify formation of an association to address the various problems faced by surrendered HNLC members, this is an empty concept as the intention of Mr Dorphang to form the association is to fulfill his own selfish motive," Mr Nongtraw said.

The HNLC leader also said his organisation fully rejected the claim of Mr Dorphang that he was trying his best to bring HNLC members to the negotiating table.

Mr Dorphang on Friday urged all surrendered members of HNLC to come together under one platform for their welfare as well as peace and development in the State. He also announced the move to form an association of all members of HNLC returning to the mainstream.

Earlier, the former HNLC chairman wanted Bangladesh Rifles (BDR) to dismantle the camps set up by militants from India's North-East in the neighbouring country.

He also said India could grant economic package to Bangladesh to ensure that rebel camps were dismantled in that country.

Two die, four hurt in road mishap

Shillong: Two persons were killed while four others were seriously injured in a road accident at Mawtnum village, near Umdihar, Ri-Bhoi district on Saturday.

According to the police, the incident occurred at around 11.

Police said the driver lost control of the auto-rickshaw while on its way to Nongpoh and hit a truck.

The names of the deceased, a Khasi and a Nepali, were yet to be ascertained.

One of the victims with serious injuries was brought to Shillong Civil Hospital while three others were admitted to Nongpoh CHC, police added.

Christians observe Palm Sunday

SHILLONG/TURA: The start of the most Holy Week in the Christian Calendar began with the observance of Palm Sunday throughout the State as thousands of faithful attended church service waving palm leaves as a symbolic gesture to remember the entry of Jesus Christ into his beloved city of Jerusalem for the last time before his crucifixion on the cross, several hundred years ago.

Church bells rang as faithful, both young and old, took part in the main service at Mary Help of Christians Cathedral at Laitumkhrah, one the biggest Catholic churches in the State. Celebrations were also witnessed in various Catholic churches the State and also at Tura Baptist Church.

A procession was taken out by the faithful after receiving the blessing of the palm leaves in the city. At the end of service, the blessed palm leaves were taken home for preservation by the faithful.

Other services vill be held during the week which include among others the blessing of the sacred sacremental oils at the Cathedral Church, RC Road, Tura, also in various churces across the State, on Tuesday evening.

On Holy Thursday evening, a special mass will take place and the symbolic washing of the feet of the twelve disciples by Lord Jesus will be re-enacted by the priests in all the churches. This will be followed by a night's vigil of prayer for Christ as he is tortured by the Romans before his crucifixion on Good Friday.

On Good Friday, Christians will undertake fasting and attend special church services to commemorate the death of Christ on the cross.

This will be followed by another night of vigil on Holy Saturday in anticipation of the resurrection of Lord Jesus Christ on Easter Sunday.

HNYF urges UDP to join Cong-led alliance

Shillong: The Ri-Bhoi Youth Federation (RBYF) has urged the United Democratic Party (UDP), a major constituent of Meghalaya Progressive Alliance (MPA), to join the Congress led-alliance, Meghalaya United Alliance (MUA) to "ensure stability" in Government formation.

The Federation, in a statement issued here on Sunday, pointed out that if the two major parties join hands together to form the Government "horse trading" would be prevented.

Similarly, it said, the UDP, which has been opposing the shady power deal, struck by Dr Mukul Sangma in the previous government, "could initiate measure to scrap the deal if it allies with the Congress-led coalition government."

Meanwhile, the Federation questioned the joining of regional parties like KHNAM and HSPDP with the NCP, which it alleged has a "different propaganda" besides being a "pro-Garo party".

Demand to revoke service extension of MeSEB staff

Shillong: The MeSEB Engineers' Association has demanded revocation of a controversial order, which granted temporary blanket extension of service to a few MeSEB employees on the ground of "ensuring interrupted power supply during the Assembly elections", especially on the polling day on March 3, by March 21.

A special general meeting convened by the Association on Saturday discussed at length the implication of the order.

According to the Association, there are only 15 Board employees comprising two electrical engineers, two linemen, two meter readers and nine general staff, whose services were extended through the order. They were, however, due to retire on superannuation on March 1.

The association while expressing its resentment over the order, felt the move was uncalled for since the MeSEB has a strong functional system in which the other "officers and staff, numbering more than 3000 can effectively maintain power supply under any eventuality".

It also said that it would take up the matter with other like-minded associations, unions of the board if it is not revoked by March 21.


Looking back on Ghising

Subash Ghising has just stepped down as the strongest, sometimes meanest, power centre in the Darjeeling hills. For two decades, he held sway over 20 lakh people. It was in the early 1980’s that Ghising came forward with his one-point charter, a demand for Gorkhaland, which was to be a separate state within the Indian Union. In 1988, West Bengal submitted to a settlement embodied in the Calcutta Accord, that was halfway between a separate state and autonomy. The Darjeeling Gorkha Hill Council came into being with Ghising as Chairman. The decline of the hill district began thereafter. Initially, people did not complain because they were far too busy putting together pieces of their shattered lives in the wake of the bloodbath in the early 1980’s. As things settled down, the Gorkha National Liberation Front (GNLF) under Ghising muzzled all protests. At the time of the former supremo’s departure, Ghising was left with a legacy of eccentricities, a long list of corruption charges and horrendous excesses. This, however, is the man who once unified more than one crore Nepalese in India and presented them with a vision of greater Gorkhaland comprising swathes of land in Nepal , Bhutan , Sikkim and Darjeeling . He made himself a kind of God, a personification of the powers of Goddess Durga and pontificated on all issues ranging from cosmology to medicine.

For years, Ghising thought himself to be the undisputed leader. He had not bargained for the upsurge against him in the hirsute hills of Darjeeling . The Gorkha Janashakti Morcha, (GJM) under Bimal Gurung emerged. The hills have become a fool’s paradise. There is no talk of poverty alleviation, unemployment, corruption and the dying economy. Ghising’s hubris has brought about his downfall with no advisor to put him on the right track. He is now 72 and has scripted his political obituary with no prospect of returning to power. It is not generally known that he is a fiction writer and that may now take up his time. His eclipse does not however raise hopes of happy days to come. Ghising believed in pragmatism. In 1988, he accepted the DGHC. Last year, he settled for the creation of a territorial council under the Sixth Schedule. Now the GJM under Gurung is agitating for a separate Gorkhaland. The Sixth Schedule Bill in Parliament has been put on ice. The future of Darjeeling District hangs in the balance. West Bengal Chief Minister Buddhadeb Bhattacharjee is up against a mountain of troubles.



Heart of the matter

The elections to the 8th Meghalaya Assembly are over. Results out and groups formed. Its 28 vs 31 . The battle had been fought yet the war is still to be won. An acquaintance dropped by to chat the time away. The guy was a causal acquaintance , but what the heck , Shooting the Breeze from 6 to 10 in the morning is part of Shillong culture and tradition. To tell the truth this chappie carried a somewhat questionable reputation and to put it mildly in Nehru's phraseology , he had a lot of promises to keep!

Yet here he was yapping away on everything under the sun as if he didn't have a care in the world. I noticed he had switched over from biddis to Filter Wills cigarettes. A new shirt under a clean Overbridge tracksuit and when he turned my way a faint whiff of last night's Breezer polluted the fresh morning air. He had obviously done well for himself. Apparently for some, election time is like Christmas time with a host of Santas prepared to dispense free food and drink. My visitor got up to take his leave with the remark that he had just got back campaigning for someone in Jaintia Hills. " Bah Toit, only rich people should be allowed to contest elections " were his departing words of wisdom. Viewed from his perspective , I couldn't agree more !

My visitor went his way leaving me to fret over the fate of the Government, the people , the state and the 59 successful candidates. What's going to happen next ? Not that I give a rat's a--, were it not that I lived in Meghalaya and had nowhere else to go. What happens to 59 people and what they do would ultimately affect my own well being. My anxiety was pure unadulterated Self Interest - nothing more nothing less and lets not make any bones about it. Eternal vigilance is suppose to be the price of freedom , but it's also the result of being a member of a complex society that believes it cannot survive without leaders but is perplexedly ignorant on how to choose them! What a drag! I turned on the TV to see what the euphoric 59 had to say in relation to my future welfare and immediately wished I hadn't done so.

Only three of the elected members, PA Sangma and Manas Chaudhuri talked about issues of the state as a whole and what they planned to about them, while Ronnie Lyngdoh was one MLA who spoke about the responsibilities of a legislator and of the need for legislating Laws . Some of the others had nothing to say but simply " I'm going to do Something Good to my constituency" . Arre Baba what's this ' To do something To' someone business ? Do what to whom ? Sounds very fishy. Most probably a Freudian slip of the infantile male's fixation on sex or whatever. Now, the term " Something" is vague and misleading while " Good" is a relative quality. Taken together they mean absolutely nothing at all. So gird your loins and prepare for the next five years of frustrated impotency and pray subconscious intentions do not translate into action, or we have had it. One stalwart visualised having a "Good Time" with the media. Ye Gods, what a horrifying prospect , but Cheers, at least it is something to look forward to, anyway!

Its this fractured verdict of the people that is causing all the problems. Why couldn't the electorate have given a conclusive verdict ? It would have saved everyone a whole lot of trouble. The presence of Ved Prakash, Margret Alva and Kyndiah Saheb could have been avoided and I am sure all of them have better things to do in Delhi than twiddling their thumbs at Congress Bhavan in Jail Road. And look at the damage it has done to the reputation of the poor Independent Members ? Everyone speculating Will they or won't they ? Cross the floor that is. Everybody on tenderhooks as to who will finally grab the rumoured 5 crores tantalizingly floating around somewhere. Politics is the outcome of a debate between those For the Motion and those Against the Motion and Meghalaya society is now split into two halves. One half says "Go get it Boys" while the other shouts "Leave it alone You Bums". No one knows what will eventually happen , but reliable sources are of the view that fear of counterfeit notes is a big deterrent

And look at the unnecessary controversy it has caused his Excellency, the Governor of Meghalaya . He has given the 28 Camp wallas a full 10 days to prove their majority on the floor of the house. He has been dragged to court for his actions. He has been issued a show cause notice by the court. But our gallant Governor remains steadfast against the evil of horse trading. All 59 new MLAs are here in Shillong; the Assembly building is here; the Pro Tem Speaker is here; everyone who matters in Govt formation is here. The trial of strength could have been done in two days time flat ,but a full 10 days were given to stop horse trading ! I mean where is the Horse sense ? It reminds me of a story. A Kotwal was charged with maintaining the peace between two adversaries. The Kotwal took a sword ( a kripan would have done nicely, Thank You ) and hacked down one party. Peace and tranquillity restored ! "Oye Puttar, Yeh to hai, Markhaya Hindustan !"

I went to bed a thoroughly disillusioned man. Actually I even skipped dinner and it might have been an empty stomach that caused the following dream. I dreamt I was in Old MacDonalds Farm. You know, that nursery rhyme with all those Moo, Moo, and Quack ,Quack, scenes. The farm door opened and out stepped MacDonnald himself, prodded by a tall turbaned Farm Manager. Mac was a large man with specs. For a farmer , he was impeccably dressed in a dark three piece, pin stripped suit. Broad Mongoloid features, receding hairline and with whatever hair left , pulled back. He looked somewhat familiar , if you know what I mean. He started clucking in a gruff yet not unpleasant voice. Again you know what I mean. In his hefty paw he held a large container of feed which he then started to liberally sprinkle on the ground. Surprisingly , at first none of the fowls in the farmyard looked his way . They actually ignored the benefactor. Then suddenly a large old rooster transformed himself into a stallion and came galloping over to Old MacDonald. After that - the deluge ! MacDonald smiled ; the Manager declared the successful conclusion of Operation Horse Trade and I woke up! Gosh ,it was only a dream yet so life like, if you know what I mean?

Some desperate souls compare the current political situation in Meghalaya to that of Banana Republics the World over. It's a great injustice to the banana ! Meghalaya is in fact famous / notorious ( depending on the way one sees it ) for its Kwai type of democracy. Yes, the innocuous Meghalaya Kwai or Gue . The nut can be split into innumerable pieces depending on need. Called Wai Dong it is reminiscent of fractured or split political verdicts and parties. It can be altogether scrapped at times ( Wai khrud ) or befitting ones age , it can also be pounded into a bloody pulverised mess ( Wai dung). The democratic process in our state has undergone the above phases innumerable times. But like the Kwai it lives on. We love our Kwai and we love our Democracy but spitting both on the wayside has become a state pastime. Now there is only one thing left. By the 19th of March 2008 ,one way or the other , we hope our morbid fear for instability would have 'Bam Kwai ha Dwar U Blei' for ever. Because all this uncertainty leaves one with a languid sense of helplessness as if 'lah buaid Kwai' and the people of Meghalaya certainly need a 'shi kyntien Kwai' of time to rest and recover from their horrendous political ordeal.

 

Political misjudgement

Sir,

The state election results have given a fractured verdict. The difference between the Congress and other national parties as well as regional parties as far securing number of seats is concerned is huge. Purno A Sangma's NCP and some other regional parties have joined hands together under the banner of Meghalaya Progressive Alliance to defeat the Congress' plan rule the state for another five-year term. It should be the party or group with the maximum number of members and not the single largest party should run the government. It seems the Governor failed to read the sequence of events that unfolded soon after the election results were out. Mr Purno Sangma made politically correct remark when he said "it is a 'murder of democratic justice' wherein the Governor should have used his conscience before passing out his order".

A rejoinder

Sir,

Apropos the letter ' Headman problem' (ST, March 10), I would like to state that I have been discharging my duties as a headman of Police Bazar to the fullest satisfaction of all concerned. It appears that the author of the letter, who seems to have not been able to extract undue advantage from me, is a dissatisfied person.

Further I dare the anonymous writer if he has any case of ill treatment meted out to anybody he is always welcome to bring the matter to my notice. As far as development of the area is concerned the headman never gets any fund from any agency for the development work. All the problems related to development of the area are forwarded to the government with a copy to the local MLA for necessary action.

However, if the people of the area dim fit for a change, I always welcome the decision of the people of the area for electing a new person to the post of headman. As the verdict of the people is supreme there is no question of appointing my son to the post, as I don't believe in dynastic rule.

Guwahati: Four persons were killed and 54 others injured when suspected ULFA militants lobbed a powerful grenade at a festive gathering of Mising tribe at Jonai town in Dhemaji district of North Assam at around 11-50 p.m. on Saturday night.

Police informed that the grenade was exploded by suspected ULFA ultras amid a 500-strong crowd that was celebrating the spring festival of the Mising tribe inside the premises of a local cultural centre. Fourteen seriously hurt people, were shifted to Assam Medical College in Dibrugarh.

Police launched a manhunt in the area to nab the culprits involved in the blast even as angry locals pounnced upon a 16-year-old boy suspecting him to be the one engaged by the ULFA to hurl the grenade. The boy was seriously injured in the counter-attack.

The ULFA has rocked the state with a series of explosion in the run up to its ‘Army Day’ on Sunday killing seven persons and injuring over 70 in the process during the last seven days or so.

ULFA denies hand

Meanwhile, in a statement issued on Sunday, the ULFA denied its hands behind the blast that killed people at Jonai town and stated that it was the handiwork of ‘forces’ that were out to defame the image of the ULFA and trigger conflicts between different groups of people in the State.

‘Liberal Asom’

The ULFA has also taken a fresh vow to ‘liberate Assam’ on its ‘Army Day’ and stated that it was for talks with India and plebiscite to find a solution to the "Asom-India conflict".

In a statement released through e-mails on its ‘Army Day’ and meant for its cadres, the fugitive ULFA ‘chief of staff’ Paresh Baruah declared "We must establish our rights to freedom. We would reach our goal very soon. Our freedom is inevitable."

Jawan kills colleague

Darjeeling: An Army jawan shot on Sunday dead a colleague after a heated exchange at Sukna areas in Chotoadolpur near here. Jawan Indrakumar Subba shot dead his colleague Magan Bahadur Singh after a heated exchange of words, as Magan suspected Indra having an affair with his wife. (UNI)

Troops, militants clash in Manipur

Imphal: Assam Rifles (AR) troops and United National Liberation Front (UNLF) cadres have been involved in a clash at T Minnou village in Chandel district since Saturday. The UNLF claimed that it had attacked the camp of the 24 AR at T Minnou village near the international border area (Border Pillar no 75) in Chandel district on Saturday and inflicted heavy casualties on the troops. 14 houses gutted

Dibrugarh: At least 14 houses and one vehicle were gutted in a fire that engulfed the Khaliamari area of Dibrugarh town on Sunday. Police said explosion of three gas cylinders caused the fire which was brought under control after two hours' of fighting by fire brigade. The loss of property was estimated at Rs one crore. Nobody, however, was injured. (PTI)

Ghising returns to Darjeeling

Siliguri : GNLF chief Subash Ghising, who was prevented from entering the Darjeeling hills, which he ruled unchallenged for two decades, by rival GJM supporters for nearly a month, on Sunday finally reached the hill station without facing any resistance.

Ghising left a WBSEB Guest House, near here, at about 12.30 pm for his Zakir Hussain Road residence in Darjeeling, official sources said. Ghising made the trip to the hills escorted by his permanent security and combat commando force as allowed under the Z-plus security he enjoys, Darjeeling superintendent of police Rahul Srivastava said. "Ghising had expressed his desire to return to his residence at the eleventh hour," the SP said, adding a deputy superintendent of police had been given the charge of Ghising's security at his residence. The police, apprehending trouble, has also requisitioned additional para-military forces in the hills though the GJM supporters did not put any resistance to Ghising's arrival. "We had taken a decision not to put any resistance on his way to Darjeeling" Roshan Giri, GJM general secretary, said. (PTI)

Rodents target villages sans bamboo too

Tawizo : The prediction of agricultural scientists that cultivation areas where bamboo flowering did not take place would be spared by rodents was false as jhummias living in this high picturesque hamlet and surrounding villages bore the brunt of destruction of paddy fields by armies of rats.

Tawizo hamlet, perched on the mountainside of Tawi, the tenth highest mountain in Mizoram at 1,837 metres, experienced almost total crop failure due to Mautam or famine caused by gregarious bamboo flowering during last year.

Ngaihzuala, a farmer of the hamlet told PTI that he managed to harvest a few kilograms of rice last year, barely enough for the paddy seed this year.

His neighbour, Biakchhawna, a village leader was not so lucky as he lost all his harvest last year. "I did not harvest even a single grain of rice, all my crops were gone in a night," he said.

The area being on the higher altitude there are no Melocanna Baccifera which flowered last year, still swarms of rodents and wild boars attacked the jhums. (PTI)
